THESE BILLS HAVE BEEN MADE INTO LAW

ARMAMENTS APPROPRIATION BILL
The Civil Defence Act (Stage I)
RESOURCES ACQUISITION BILL
The Irrigation Act
The Fish Packing Act
The Criminal Code Act
The Expedient Government Act

In particular, the Expedient Government Act is now in effect.
Here is the full text
The Expedient Government Act
Proposed by His LORDSHIP, the Count of Doume

I: That only THREE proposed bills may be available for voting at one time.

II: That any bill proposed after said three be placed in a QUEUE, to await voting once the current bills are passed or defeated.

III: That any minister may only have ONE bill up for vote or in the queue at any time.

IV: That the mandatory length of time required to pass a bill be shortened to TWO days, instead of THREE.

V: That this bill only be invoked when a majority of the ROYAL COUNCIL rules that the Kingdom is not in a state of emergency, with such a state of emergency being extant immediately following the passage of this act.

LATEST NEWS OF THE KINGDOM:

-A concrete criminal code has been introduced. The nascent Watchmen program has taken to spreading of the criminal code to the masses. Only good can come from this.

-The Fish Packing Act has attracted much public attention. The subsidy of one (1) silver per year has led to an influx of people registering themselves as fishermen. Local fishery is currently in a state of disarray as hundreds of eager freemen are throwing themselves into rivers to prove their swimming ability.

-The Watchmen program has been established as per the Happiest Place On Earth Act. Currently, the responsibility of organization has been delegated to city level, but there has been no shortage of recruits. Infact, there already has been a slew of arrests across the kingdom.

-The Irrigation Act is being carried out. The project awaits the captures of petty criminals. The accountants have performed numeric divination, and estimates that, given the size of the project, the amount of ropes required to cost the treasury 3 Gold.

-The Resource Acquisition Act has led to the organization of a massive expedition. The King has decided to fund half the cost of the expedition on the grounds that it is to benefit the kingdom. Accountants expect the preparation to cost a total of 32 Gold. This expense covers supplies, soldiers, experts, equipment, and transportation.

-The Civil Defense Act (Stage 1) has stirred up some attention. The Count of Doume has effective raised a private force of 40 well-equipped soldiers. This has costed the Crown of 5 Gold

-At the same time, the Combined Armies has raised its recruitment quota by 1/20th. The peasants are visibly unhappy, but the craftsmen have enjoyed the increase in business.

-A Great Engineering Contest has been declared across the Kingdom. Pierre has styled himself Grand Royal Judge Engineer Master, and has taken to judging the best of the entries. We expect great results. This will take several months to compete.

Some problems solve themselves.

Also, the Count naturally orders his guards to enforce the law in the towns and cities of Doume. That doesn't need a bill to be passed, does it?

How long until the Bricks are finished being constructed? I eagerly await their implementation, and request a full report as to the reactions of the common folk when the Bricks are first used, as well as their effects on criminals, and an overall opinion from the general public.

Lord Taylair, this foreign affairs bill gives you simply too much power in our homelands. Not only would you be getting a unit that has the same authority to that of our guards, but they also have the power to detain citizens without prior knowledge from other council members. Such power is a threat to the security of our nation.

It is recommended to amend the last act, with at least some consent from other members of the council, or the hose of Vig will consider vetoing the bill with suspicion on the grounds that it may be a plot to raise a private army within our kingdom.

The Graf von Bildenberg will note that Lord Tsyliar has also signed on for this expedition, so the approximate cost per House shall be 5 Gold, 33 silver, pending additional House participation.

I believe that the second idea has merit the 4th clause shall be amended to: "Units of the kings royal guard shall be attached to the Foreign Affairs ministry for the purpose of capturing foreign spies in Westeria " With his Majesty's permission of course.
