I did, still confused about buying ranks in powers. My guess is that the Save Difficulty limit applies to powers because power rank affects damage/saves. Is that correct? What about powers that don't have saves/damage? Can save/damage powers be raised above 10 ignoring increase in Save DC?

yes that is correct
What about powers that don't have saves/damage?
In general those powers can go as high as you want
Can save/damage powers be raised above 10 ignoring increase in Save DC?
Could you give me an example of what you mean by this?

For example get Blast 30 to raise range, but leave the Saving Throw DC at +10?

After going over all the effects in ultimate power I can tell you that there is no effect that requires a save but also has a rank dependent effect, except for trying to grab someone and teleport away with them.

Can Fades drawback be applied to magic? Assuming that using any alternate powers that originate from it counts as a use of Magic?

ok this how you would do it:
step 1: put points into magic  (which has the fades flaw)
step 2: take the points from magic and put them into a power
step 3: use remaining points from magic to buy the alternate power feat
now whenever you use any power in magic it will fade.

Suddenly it became more confusing.
step 3: what do you mean by remaining points from magic? Points that I didn't spend on magic?
step 2: assuming magic 20, with fade it will cost 20 points. Now, would I put 20 points into alternate powers or 2 points per rank in magic (40)?
I am sorry if I am making it more complicated than it should be.

ok here goes
Lets assume you have fades, requires hands free, and requires speaking on all your magic.
when you buy ranks of magic you will put 2 points in and get 5 points out, so lets put 10 points into magic giving you magic at rank 5. You know have 25 points to spend on "spells" so now lets buy blast at 10 ranks (20 points), with the remaining 5 points you can take alternate power 5 times to have a total of 6 different spells.

Okay, I think you are wrong.
Power Loss(need to speak and move to cast spells) is a Drawback, not a Flaw, so it does not affect Magic cost per rank, it just gives me extra 4 Power Points to spend on whatever.
With your math(assuming power loss is a flaw) power point cost per rank of magic will be 2-5 resulting in 4 points below 1, which means that by spending 1 point I would get 5 ranks in magic. Just to clarify, original Power Points per Rank ratio is 2:1, Fade makes it 1:1 and Power Loss(-4) makes it 1:5. This is all purely theoretical because as I said Power Loss should not affect power cost.
Now using the above situation, putting 10 points into magic will result in Magic Rank 50. Magic allows you to get one alternate power for free(without paying one power point for the feat) at Magic Rank x2 points, which is 100. But! Alternate Power feat limits powers obtained that way to the amount of power points spend on the original power, which was 10. I think I am better off not adding any flaws/extras to magic to avoid rule abuse/misinterpretation. Sorry for wasting your time.
Now to a more important matter, points you spend on Power Ranks are different from points spent on Power Feats. So by spending 20 points on Magic gives me one Alternate Power at 20 points(if I want to apply any Power Feats to the Alternate Power, they must come form this 20 point limit). Now if I want to get more spells, I just spend a power point to get an Alternate Power feat for magic, and this power point spent does not count towards magic rank, so if I spend 5 PP to get 5 more spells, all spells are going to have 20 power points.

Sorry I forgot to read up on Magic before I did my example and was treating it as a container which starts at 5:5 when its actually an array, also I was assuming that the hands/speaking thing was using the limited flaw (-1 each) not the power loss draw back.
I'd suggest looking at the Array power structure if you're really interested in understanding how everything works.

Before I forget, my character concept:

Peter Hammill (or the "Weather Man" as he likes to call himself, much to the chagrin of the entire thinking population of planet Earth) can control the weather - or, at least, he THINKS he can. What he doesn't know is that at a young age, his "mother" and "father" had him implanted with specialized devices that can simulate the effects of weather-based powers as part of a government research program.

Tai Li Nu, introduced as Jack Chen, is your standard 18 year old immigrant university student.  His father and mother worked long hours at their respective jobs to save up enough money to immigrate so that Jack and his siblings could live a better life.

Learning the native tongue was difficult for Jack, but once his father and mother had informed him of their decision to immigrate, he had no other choice but to heed their wishes and begin preparations.  He scrutinized the various books and texts to teach himself how to speak the language he would have to use for daily life, using his spare time in between attending school, his part-time job, and visiting his cousin and great-uncle's house for fun, to teach himself how to converse and write in English.

Alright, here's the character concept.

The aforementioned accident in the field was a result of a horrific car crash, in which a fleeing criminal caused a massive pileup in order to escape. Martin's lower legs were caught underneath a bus, and were cut to shreds by the shrapnel and broken glass; the paramedics were able to save his life, but were forced to amputate his legs just below the knees. While recovering from the accident, which killed three other police officers, Martin was forced to watch in silent rage as the criminal was cleared of all charges, due to connections within the justice system. Losing faith in the traditional justice system, Martin resigned from the police force and teamed up with a friend from high school and current engineer, Sherman Bates, to develop a mechanical suit that would allow him to fight crime. Two years later, a prototype was developed, titled DEXEM (Developmental Extraperformance X-Class Engagement Machina). With this suit in hand and a desire to see justice done, Martin submitted his application for a degree in Superheroics.

Just so you know, I haven't played a game using the Mutants and Masterminds system before, however, I am more than willing to learn and have tons of spare time during the summer, allowing me to conform to any schedule. I am obsessed with anything involving superheroes, and would greatly appreciate a chance to be in this campaign.
