Jessica is going to give the volunteer coordinator a description of the kids abilities and let them decide where each kid will work best. She will also keep an eye out for any other mutants helping out.

Olive begins to say what you're sure is, "Oh, come ON!", but stops halfway through with a confused look; it looks as though her prepared indignant reaction is replaced by genuine puzzlement at the concept of the punishment. "So..." she says, unsure of how to continue, "you're not, like, grounding us or giving us detention, or anything like that, you're like... taking us on a trip?"

"This will not be a vacation, I will expect you to work hard, no showing off, no trick flying," Jess says making giving both girls a look that tells them she means business, "If I find that you are slacking off I'm sure that I can find work for you two around the school, I know that the kitchen staff is currently overburdened."

"I get what you're saying, Mrs. Airiest," says Angela, "and we appreciate the whole thing about safety, but we can take care of ourselves. Sure, there might be some people out there who want to hurt mutants, but in my opinion, they're greatly outnumbered by people who like and respect mutants. I mean, I have over one thousand subscribers on my channel. They understand that mutants can be cool and charismatic and popular, and even if someone did want to hurt me," she says, as though the very idea of someone disliking her is nigh impossible, "I could outfly them any day, same as Olive. So although some people think they can hurt us, the truth is, we can take care of ourselves." She smiles, but although there's some sweetness to it, there's still a bit too much tartness for your taste.

"Very well," Jessica says primly, "Now that the issue of you safety is out of the way, we can move on to your punishment for skipping classes. For you punishment you will be coming with me to Atlantic city to help with the reconstruction, I'm sure that two people who could fly would be very helpful to their efforts."

Her name's Wendy Tobusken. She's a high school student, Grade 10, and... huh. According to the report, she's apparently a survivor of the Dovetail Massacre.
Any information of her social status, anything on the parents financially or criminally?
Other than information gathering for now we can leave this one alone until we deal with Kyle.

He's apparently 100% immune to fire, both the stuff that he creates and normal fire.
Is there any indication that this is in anyway replicable?

The biolocator is manufactured and the weight is reduced by 20 lbs.
How much more weight reduction until it can be mounted on a drone?

"I am well aware of truancy rates at other schools," Jessica begins, "But unlike those schools when you leave here you are not only sabotaging your learning but making it impossible for us to make sure you are safe. You see your parents left us in charge of your well being while you are here and as such we need to know where you are so we can keep you safe. And as mutants you are a discriminated against minority and as some of our students could tell you there are people who would attack you just for existing. "

For everything else:

The mooks, after doing more research, have come up with conclusive evidence to be used regarding the mutants they were trying to locate. Here's the following:

Eight year old Albanian Bat-Boy - Kavage, Albania
Girl with green veins - Nelson, BC, Canada
Red and Blue twins - Venice, Italy
Pitch-black boy with orange eyes - Jose Azueta, Mexico
Gel Girl - San Francisco, California, US

Send some mooks to San Francisco to get an ID and background on Gel Girl.

Kyle Blair's gene allows the scientists to understand how he's able to psychokinetically alter hydrogen formulas in the air around him, creating the conditions necessary for flames, as well as the ability to simultaneously create sparks that ignite the hydrogen.

Did they figure out how Kyle is immune to fire?

For Claude, the scientists find how he can remotely hijack electrical devices and change how they interpret electrical signals, giving him full control over the devices. They now know not only how his power can be applied to devices to let them hack things easier, but also how to insulate devices against his power.

Blair will insulate all of his personal computers and those of the research team.

As for the biolocator, I remember telling you earlier:
