Mission #2: Kansas City Murder Mystery
Chaperone: Erwin Grueber
Students: Sarah Parker, Camille Thompson, Tom McAllister, Desmond Price, and Chuck Lizowsky. Reasoning as is follows: Parker's a born leader. Thompson might be useful in a myriad of ways. McAllister is easily the man for the job: a perfect memory for a crime scene means we can't miss anything. Price's engineering knowledge might come in handy... somehow? forensics I guess? and chuck lizowsky should get some field work done, I suppose.
Equipment: Taser, Also, Erwin buys a colt 1911 pistol, with concealed carry holster, with a couple clips. just in case. (approx cost: 700$. to be used by me and only me.) and a few notepads and such to write everything down on.
Mission Objectives: Investigate the scene of the murder and look for the missing girl, Lily Hammond.
Mission Priorities: Find lily hammond, and the murderers, or at least help the police with a few leads.
[commence] [EDIT: ARG, HALF THE PEOPLE I WANTED FOR THIS MISSION ARE NO LONGER HERE] [Edit Edit: FIX'D.]

perhaps rather than creating a bill for the most closely related branch, just put it in with the bills instead. if you want it, put it in the bill where the money's expected to come from.

>just viewed this website: http://www.theboxotruth.com/docs/bot33_3.htm -- rocksalt is worthless. sorry, I thought kill bill was accurate. not worth throwing them out, might be useful for dispersing mobs or something. I thought we had bean-bag ammo as well. improve defenses bill. 1. hire 2 more guards. Erwin Grueber makes thorough background check. sworn to secrecy on pain of previous bill's consequences. etc. 2. acquire additional shotgun. there is no need for PMC status just yet. [we aren't guarding your guys jesse. I'm not letting them on base. Security ministers' prerogative. at least, not before we have some way of securing them that's better than 'lock wooden door'.] 3. set up more reasonable rotation, 4 hour shifts, with two monitors and two guards on-station at all times. each man has two shifts per day, with one with a day off every third day, staggered. 4. acquire additional cameras, to cover the gaps. same amount of cameras as last time, just installed in different places. 5. acquire 4 miles worth of razor wire, and begin installation. total cost for bill is as follows: 31,500 for the razor wire. this does not cover installation. 80,000 for additional hired help. 3000 (approx) for the monitoring equipment. 1000 for the shotgun and shells. 6. All these expenses are to be covered by the security budget. -- my previous bill is now null and void. vetoed. removing from the bill board. >there is nothing we can do about the renovations, unless some department approves funds for it as the house is more or less bankrupt now. I don't think the obama administration would approve of us having stinger missiles or other anti-aircraft weapons, as loathe as you might be to expect that, mr. smith. >Rewiring the place as you suggested, chris. I'll just pay that money up front. that's another 3500$.

you would presumably have veto powers over such decisions. edit: I misread what you said. I would give you permission to do so. but I suppose it would be something that would and should be the prerogative of departments to do, so long as both departments consent. as for actively deterring persons, yes we have round the clock coverage, though we are getting burnt out. it currently covers pretty much everywhere important. our facility currently has two foot thick ten feet tall walls. we're pretty secure here. we could probably resist a fullscale riot, but military action would of course result in problems. not that we could do much about them. edit edit: took out the crossing out. that was silly.

[via Skype:] "Gentlemen, after reviewing some of our finances and the state of our institution, I have come to believe that the current staff is insufficient."
"Specifically, our property is too large to be effectively secured by only two guards. Given the sensitive nature of our students and ongoing projects, we would require constant vigilance against potential...interlopers, both accidental and intentional."
"I would hire additional staff, but it would seem that my deparment is currently spending beyond its allowed limits. Additionally, I am currently indisposed in Australia."
I want to hire new staff as well, (I'd like to have a guard force of at least 5 individuals plus me) but hiring goes under other budgets, which is kind of silly. I had expected to foot the bill for the security guards, but human resources covered that. as for creating a central monitoring station, I would like to point out we have that already, as I purchased the equipment for it. as for future spending, I believe renovating the facility proper is more pressing a need than future prospective security purchases, unless there is something you are not telling me about. I could attach guns to the monitoring equipment, but such might be highly dangerous (if, say, we got hacked) and probably illegal. after we have done the house renovations, we can do more specific ones. I can have the walls of the estate covered in razor wire, if it would make you feel better, but otherwise there isn't a whole lot I can do. oh wait, barbed wire would have to be covered by the house! -- I think a bill should be put in place making a rule such that the funding comes from the most closely related department. it is otherwise not fair to a given department to have their money taken away. while yes, human resources is related to security guards, wouldn't it make more sense for them to be under my pay, as I am the law security?! and as for the rewiring of that room, if we do not in fact have it (I said we were to use one earlier, but if in fact we do not...) [it is listed on the estate status] security room bill: 1. A room is to be set up on the first floor, a large room, filled with the monitoring equipment previously purchased. 2. the guns etc. purchased earlier, along with the biometric gun safe are to be set up in this room. 3. the room is to be rewired using security money for the renovations. Also, the razor wire, though mentioned in a jest is actually not a bad idea. considering the going rate is about 1.49 per foot, it would cost around 31500$ to cover a square miles. (the reasoning for that is that it is covering a square one mile wide on all ends. correct me if I am wrong.)

the SHUT UP AND TAKE MY MONEY bill: Proposed by Erwin Grueber. preamble: security at present does not need such a huge budget. I have only used less than 1/10th of what was originally given to me. 1. I am donating 130,000$ to house affairs and public relations, as it seems they have the highest burden at present. 2. It would be my hope that the house would use the money to renovate the second two floors. 3. The budget for the new year shall be adjusted accordingly. 4. that the other departments think about what they need and whether or not it is sufficient, or more than sufficient. the house affairs account currently has all of $1900 in its holdings -- If anyone wishes to make further donations, simply add on to this bill.

A rented SUV pulls up around 2 in the morning, with Erwin Grueber driving. Erwin pulls round the back, and lets out an impressively tall, and highly muscled... thing, with bat-like wings. He looks something like a gargoyle.
"Through here, I have a room in mind." -- Grueber takes the creature up to the third level, and tells him to stay in a certain [large] room. he gets the security guards to help with his personal effects, some family pictures of his former self, a king-sized bed, the only kind that would fit, now... and a footlocker of various things.
The next morning, Grueber calls the staff to a general meeting, and opens up, saying 'we have a new student. and i'm not sure how we should introduce him to the other classmates. his appearance is jarring, but I assure you, he is both competent enough to be among them, and sane enough not to be a danger.'
'The problem is, I don't know that he can turn back to a normal human anymore. I believe the only person capable of helping him would be Dr. De Leon. either research a cure, or research something that would allow him limited control [say, a set duration of humanity]. But regardless, he could not have stayed where he was without severe mental trauma.'
'...Lastly, just make sure the kids be nice to him. the last ones who tried anything smart got the living daylights punched out of them. only after significant provocation, mind you, but, well, it's a risk.'
'Jimmy Katts is upstairs on the third floor. I suggest we introduce him to the classes only after we warn them of the above.'

hmm... okay, then perhaps a distraction is in order. if we were to either use some kind of explosive or Brian's voice about 300 meters away from the rioters, but still within [kind of] sight range it might make them investigate. then one or more of our operatives moves in on the VIP's and makes off with them. we would need a getaway vehicle for Brian, or some other way of making sure he disappears afterwards, and the same for the others.
How strong is Sarah? perhaps some kind of massive plate shield would be in order, so as to keep the group shielded from harm?

does Brian have the ability to use his powers to incapacitate, rather than kill his enemies? (nonlethal force, only.) in fact, creating a highly irritating noise might make the crowd disperse, given time... though it would be suspicious. also, just how elastic is chuck? how hurt would he get from punches/bricks/bullets? See if brian could do something like... this:

The armaments procurement bill. 1. I am going to purchase a shotgun and shells. and beanbags. and rocksalt. 1000$. I also will purchase a gun safe, (2250, plus another 300 for one with a biometric lock. the only kind I will allow for.) and hide it some place nobody will think to look. Only I will have the ability to open it. Time to take down that cougar. Also, I want all our guards (and me) armed with tasers. that will be another 1200. total cost: 4750.

Also, I'm heading to Wisconsin briefly to talk to Jimmy Katts and his parents. [phones them up, I guess.] -- I will report back when I get home. (main things I want to know are what causes the outbreaks, and weather or not it would even begin to be safe to 'train' him.)
Also, I'd like to throw my hat into the ring for headmaster. I have officer training with the east German military, as you well know, and assure you that I will do everything in my power to ensure our continued prosperity. [also, i'll start posting more.]

i'll put up the funds for the security cameras out of the security budget. I'll have as many installed as we need. hallways, large meeting places, front gate, front door, back door, corners of the compound (both inside and out) -- I'll need a room dedicated for this monitoring equipment. it will probably require about 5-6000$ for installation and operation, and purchase of a few computers with monitoring equipment by my estimate. I'll set up a rotating schedule with the other two security guards and we'll do it in shifts. (Budget breakdown will be effectively purchasing about 15-20 cameras, emplacing them, then another 2-3000$ for computers. These figures are based on realistic prices at this point in time [I googled security camera costs, found a set of 4 for 650$. Rest is probably relatively realistic labour costs]) Roll to get a good deal, I guess: This dice roll has been tampered with!Rolled 1d10+10 : 9 + 10, total 19 -- From german security contractors and not, I suppose. ((Mr. Smith, if you wish to read the manual, I suggest we speak at some point out of character. perhaps one day if you have a lot of work we could go up to SFU and co-nag eachother to get shit done.))
